WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />HEARING TRANSCRIPT <br />JANUARY 5, 2017 <br />A regularly advertised hearing on the application of RHODES MOORE, LLC (Amend <br />REZ 840) was called to order at 9:01 a.m. in the County of Hawaii Aupuni Center Conference <br />Room, 101 Pauahi Street, Hilo, Hawaii with Chairman Gregory Henkel presiding. <br />COMMISSIONERS PRESENT: Joseph Clarkson, Donn Dela Cruz, Gregory Henkel, Donald <br />Ikeda, and Myles Miyasato. <br />ABSENT & EXCUSED: Raylene Moses. <br />ALSO PRESENT: Daryn Arai (Deputy Planning Director), Malia Ho (Deputy Corporation <br />Counsel for the Windward Planning Commission), Kelly Gomes (representing the Department of <br />Public Works, from 9:37 a.m.), Jeff Darrow (Planning Program Manager), Maija Jackson (Staff <br />Planner), Christian Kay (Staff Planner), and Sarah Hata-Finley (Commission Secretary). <br />And 14 members from the public in attendance. <br />APPLICANT: RHODES MOORE, LLC (formerly GRAPHIC IMAGES HAWAII, INC., <br />FINANCE HOLDINGS, LTD. and TRI -ELECTRIC, INC.) (Amend REZ 840) <br />Request to amend Condition C (Final Subdivision Approval), Condition G (Secure Letter of Map <br />Revision from FEMA), and Condition Q (Fair Share Contribution) of Ordinance No. 12-111, <br />which amended Ordinance No. 99 116, which amended Ordinance No. 96 159, which rezoned <br />approximately 7.402 acres from the Single -Family Residential — 10,000 square feet (RS -10) <br />district to the Neighborhood Commercial — 7,500 square feet (CN -7.5) district. The amendments <br />to conditions relate to a 5 -year time extension to secure final subdivision or plan approval, the <br />timing of installing drainage improvements on the property, and request for relief from fair share <br />contribution provisions for an assisted living facility. The property is located on the southeast <br />side of the intersection of Kanoelehua Avenue (State Highway 11) and East Kahaopea Street, <br />Waiakea Homestead House Lots, South Hilo, Hawaii, TMK: 2-2-044:031, 032, 035 and 037. <br />HENKEL: We'll move on to the first agenda item which is Rhodes Moore, LLC, formerly <br />Graphic Images Hawaii.
