JACKSON: So, the first item on the agenda is a request to amend Change of Zone Ordinance <br />No. 12-111 for Rhodes Moore, LLC. The subject property is located in the South Hilo District. <br />It's shown here with a black outline. You have running in a north -south direction Highway 11, <br />Kanoelehua Avenue, and then running in an east -west direction towards the top of the slide is <br />Kahaopea Street. <br />So, the subject property is located just south of Kahaopea and just east of the highway. It <br />actually consists of four properties, and you can kind of see there's one here, two, three, and <br />four. They're currently zoned Neighborhood Commercial — 7,500 square feet which is shown on <br />the map in a light pink. Opposite the intersection north, northwest direction, you have the <br />Baskin-Robbins, Subway, O'Reilly's, and the McDonald's in that area, and that's shown in the <br />darker pink. That's also zoned Neighborhood Commercial. And, then, most of the surrounding <br />properties are zoned Single -Family Residential. The Hilo Lani Subdivision is located just east of <br />the property. That's shown here. And, then, some older subdivisions and the Pana`ewa Park is <br />located to the north across Kahaopea Street. <br />The General Plan designation for the property is Low Density Urban which is shown in the <br />mustard color. Again, the Puainako Center where Baskin-Robbins and Subway are located is <br />High Density Urban which is shown in the red color. And, the Low Density Urban allows for <br />residential uses up to a maximum density of six units per acre. It also allows for some <br />community and public uses as well as Neighborhood Commercial and convenience uses. <br />This is an aerial view of the property. Generally, the property is located in this area here. This is <br />an old image from 2014. Some trees have been removed along the highway since then, but you <br />can see the Hilo Lani Subdivision to the east, and then the Puainako Center northwest of the <br />intersection. <br />There is a floodway that runs through the property, and if you follow the red dot, it generally <br />runs north and south through the property in this location here, and it comes out across Kahaopea <br />in this area. <br />DOI (from audience): It comes down, too, from the back. <br />JACKSON: Yeah, it also, it flows in this direction as well. <br />DOI (from audience): Kawailani, too. Yeah, all the way from Kawailani the water flow. <br />JACKSON: This is the Applicant's site plan. So, on the left side of the slide, you have <br />Kahaopea Street. On the bottom of the slide is the highway. <br />The access to the property is proposed to be across from Awapuhi Street. This is the access <br />driveway here. The Applicant, I believe, is proposing a 30 -foot wide driveway. There's some <br />parking in the front area, and then you drive in. You can see they're proposing an assisted living <br />facility that's located over here on the south end of the property. And, then, they are also <br />proposing some commercial businesses and office space closer to the intersection shown in this <br />EXHIBIT A <br />2 <br />
