Applicable standards might include <br />A <br />better insulation for the outer walls, low -emissivity windows and doors, reduction of roof heat <br />gain, and use of energy-efficient appliances. <br />3.6.3.d <br />County Action <br />Incorporate energy-efficient features into the construction of lower-cost homes with the use of <br />A <br />public subsidies. <br />3.6.3.e <br />Non -County <br />Establish a Renewable Energy Research & Development fund with University of Hawaii at Hilo. <br />A <br />Action <br />3.6.3.f <br />Non -County <br />Apply the Public Utilities Commission Public Benefits Fund as incentives to homeowners and <br />A <br />Action <br />landlords to retrofit dwellings for alternative energy devices and systems, using a sliding scale to <br />provide greater subsidies to low-income households. The County may augment this with matching <br />grants and low-interest loans. <br />3.6.3.g <br />Non -County <br />Negotiate a direct use of geothermal agreement for agricultural uses as part of any expansion of <br />A <br />Action <br />the capacity of the Puna Geothermal Venture plant. <br />3.6.3.h <br />Non -County <br />Promote biomass energy and fuel production using wood chips from exotic trees. <br />A <br />Action <br />3.6.3.i <br />Non -County <br />Pursue the development of new renewable energy sources such as Ocean Thermal Energy <br />A <br />Action <br />Conversion (OTEC), wave -energy generation and solar energy capture as the technology advances <br />to make an investment in such a demonstration and production facility in Puna feasible. <br />1) To facilitate this, pursue an ocean energy subzone or enterprise zone designation for a section <br />of coastal land in Puna, preferably on State land, in order to encourage research and production of <br />ocean -based alternative energy systems and facilities. <br />2) In addition to energy generation, cold water aquaculture and agricultural processing should be <br />encouraged and accommodated, including refrigerated warehouse and processing facilities, hot- <br />water treatment of agricultural products, and agricultural product washing and packing facilities. <br />22 <br />
