PCDP Objective and Action Alignment Table <br />County Action Short Term (2008-2012) <br />1) Plan and design the PMAR alignment through an environmental impact statement process that <br />meets Federal Highway Administration (FHWA) standards and therefore qualifies the project for <br />FHWA funding; <br />2) Require building setbacks within HPP lots along the designated PMAR alignment, as necessary, <br />to reserve the potential for a future PMAR extension through the remainder of HPP; <br />3) Establish emergency routes, using mostly existing road beds; <br />4) Include pedestrian and bicycling requirements in all projects; and <br />5) Create connectivity alignments between the following subdivisions: Hawaiian Acres and Fern <br />Acres, Fern Acres and Kopua Farm Lots, Eden Rock and Fern Forest, Orchidland and Hawaiian <br />Acres, Nanawale and Hawaiian Shores, Hawaiian Beaches and HPP, Kea`au Agricultural Lots and a <br />site adjacent to Kea`au Elementary School, `Ohi`a Estates and Royal Hawaiian Estates. These inter - <br />subdivision roads should be staggered, low -impact, and multi -modal. The general locations are <br />indicated as ovals in Figure 4-1. <br />Action Medium Term (2013-2017) <br />1) Construct a two-lane PMAR roadway that connects Kaloli Drive between approximately 16th <br />Avenue and 10th Avenue in HPP to either Highway 11 or Highway 130 in the vicinity of Kea`au; <br />2) Construct a two-lane, unpaved, gated emergency access roadway between Kahakai Boulevard <br />to HPP which can later be converted into a future extension of PMAR; <br />3) Construct a two-lane roadway between Nanawale and Kahakai Boulevard that can be used as <br />both an emergency access route and a future extension of PMAR; and <br />4) Study the need, desirability and feasibility of adding an alternative route between Pahoa and <br />Highway 11 and between Highway 11 and Stainback Highway in the stretch between Glenwood <br />and Kurtistown, as generally depicted on Figure 4-1. <br />Action Long Term (2018-2030) <br />1) Construct Phase II segments of PMAR, as generally depicted in Figure 4-1; <br />2) Acquire additional right-of-way via land pooling, exchanges, and other means to extend PMAR <br />through Hawaiian Paradise Park; and <br />3) If increased traffic demand indicates, construct the PMAR extension through the remainder of <br />HPP, as depicted generally in Figure 4.1, and convert the emergency access route from Kahakai <br />Boulevard to HPP as a PMAR extension by removing the gate and paving the surface. <br />A <br />A <br />A <br />27 <br />(May 2015 -April 2016 Annual Report) o <br />• PMAR: Ord. <br />The Connectivity and Emergency Response <br />16-73 <br />Subcommittee (CERSC) continues to meet regularly in <br />Lapse: June <br />order to create a refined report for connectivity points <br />30, 2019 <br />in all communities included in the PCDP. <br />• PCDP Road <br />o The CERS has concentrated efforts to Upper Puna <br />Projects: Ord. <br />connectivity locations. <br />16-73 <br />o Puna Council members created an ad hoc committee <br />Lapse: June <br />to discuss connectivity in Puna. <br />30, 2019 <br />o Site visits with ERS members, Council members and <br />• Hawaiian <br />Department staff to discuss feasibility of connectivity <br />locations. <br />o Council working on $11 million appropriation for <br />connectivity improvements. (May 2014 -April 2016 <br />Annual Report) (May <br />2013 -April 2014 Annual Report) oThe <br />Connectivity and Emergency Response Subcommittee <br />(CERSC) continues to meet regularly in order to create a <br />refined report for connectivity points in all communities <br />included in the PCDP. Changes are based on public <br />input and additional information gathered as to the <br />feasibility of recommended connectivity locations. <br />o CIP budget allocation (ord. 14-82) of $1 million for <br />completion of S.Lauko road connectivity between Hwy <br />11 and Puhala St. in Fern Acres. Survey commenced. <br />o Mapping exercises at the August 2014 Puna Regional <br />Emergency Preparedness (PREP) Fair was to reaffirm <br />2) County of Hawaii has created an emergency road as <br />part of the response to June 27 Lava Flow <br />Emergency <br />access road <br />improvement <br />s: Ord. 16-73 <br />Lapse: June <br />30, 2019 <br />• Need a Puna makai alternate <br />route (PMAR), widening of 130, <br />more jobs and services within our <br />communities. Revamp bus system. <br />Puna is underserved by State. <br />• HPP connectivity. Issues with <br />puna makai thru HPP alignment <br />proposals. Go mauka of HWY 130 <br />so no takings of land for alternative <br />routes. Use micro economic zones, <br />• Need for transportation to go to <br />medical appointments, maintaining <br />recreational facilities. <br />Infrastructure is needed and <br />expensive. Need better <br />connectivity & emergency <br />response. <br />• Lack of jobs and focus on <br />economic development. Plenty of <br />models for rural communities to <br />utilize that have been effective <br />catalysts for job creation. Hawaiian <br />Shores/Beaches needs second <br />route out of subdivision. <br />
