<br /> <br />Regular Session Minutes <br />January 20, 2016 <br />Page 2 <br /> <br /> <br /> <br />Commissioner Schutte motioned to approve all the minutes with non-substantive <br />corrections. Commissioner Hendricks seconded, and it carried unanimously. <br /> <br />REPORT ON DEPARTMENTAL ACTIVITIES <br /> Crime Report: Assistant Chief Tavares reported that up through December 31, <br />2016, they had 3,623 serious crimes, of which 825 cases were investigated by the <br />Criminal Investigation Units. For the month of December, they had 8,318 calls for <br />service. In the past 3 months, they had increases in motor vehicle thefts. Burglaries <br />were increased in Puna. These are being addressed with increased patrol and <br />public education. had increased burglaries of vacant homes in the Ocean View <br />area. This is being addressed with roving patrols and working with residents. AC <br />Mitchell Kanehailua stated that CPOs are helping Ocean View to organize a <br />neighborhood watch. The community realizes they have a big problem. <br /> <br />Commissioner De Luz stated that burglaries seem to be done by a gang of guys who <br />drive around Hawaiian Paradise Park. Detectives have done a great job in helping <br />with his stolen vehicles. <br /> <br /> Traffic Report: Assistant Chief Mitchell Kanehailua reported that for the fiscal year, <br />up to December 16, they had 709 traffic crashes, 21 traffic fatalities, 11 DUI <br />fatalities, and 565 DUI arrests. For the month of December, 4,331 citations were <br />issued. Punatraffic crashes doubled compared to the last month. Extreme rain <br />has been a factor in the increase. This is being addressed with additional <br />enforcement and public service announcements. <br /> <br /> Personnel Report: Assistant Chief Marshall Kanehailua reported losing members of <br />the recruit class. Two recruits are intergovernmental movements from Oahu and <br />Maui; they are in an accelerated program. They have a good list for the s <br />vacancies. Five individuals passed the <br />captain on down. They have to continue with recruitment because they have a large <br />number of officers with 25 years of service who qualify for retirement. Their training <br />pool is unfunded, and they want it funded. Filing dispatcher vacancies is a big <br />problem. One of their CIP projects is to build a new Puna police station. <br /> <br /> Finance Report: AC Marshall Kanehailua reported that they are in the beginning <br />stages of submitting a status quo budget with 5% reduction. A draft was given to the <br />commission. They are transitioning to a new firearm, a Glock. Financing the <br />purchase of the remaining 450 Glocks is an issue. The vendor is buying back the <br />old guns but will not allow the one for one trade option if it goes beyond the two-year <br />period. They continue to work on the new radio and cad projects. <br /> <br /> <br />
