Regular Session Minutes January 20, 2016 Page 3 Commendations of Sworn and Civilian Employees: Chief Ferreira reported receiving 5 commendations since the last meeting involving 29 personnel. He thanked the commissioners for attending the last held every month in different district. All commissioners are welcome to attend. The next meeting is in February in Kamuela. Other Departmental Activities: Chief Ferreira stated that the Chief does not know who is on the promotions list. The Assessment Board gives him their recommendation. If the Board or Chief believes the list is not suitable, they will not fill the position. They could ask County HR for an additional list. They want to have an ongoing recruit class even if they only have one or two vacancies. At last count, they had 38 officers who now qualify for retirement. The county is on a status quo minus 5% budget. Being creative, they use the COPS grants for some funding. then turned over to the Council, and then it year they request additional staffing. Sworn personnel has increased but not the civilian staff. CORRESPONDENCE Correspondence No. 17-01: From Police Chief Paul Ferreira, Annual Misconduct Report to the State Legislature. Deputy Chief Bugado reported that this report only has suspensions and dismissals. There were no comments. NEW BUSINESS Selection of Vice Chair of the Police Commission for 2017: Chair Morioka stated that Commissioner Gomes stepped down as Vice Chair, so they need to select a new Vice Chair. Commissioner Schutte nominated Commissioner Hendricks as Vice Chair. Commissioner De Luz seconded, and it carried unanimously. COMMITTEE REPORTS (New Assignments) After discussion, it was agreed that committees would be assigned when needed. EXECUTIVE SESSION Commissioner Schutte motioned to meet in executive session to consider discipline and charges against officers or employees o to consider sensitive matters relating to public safety, to review the evaluation of the Police Chief, and may consult with Corporation Counsel on questions and issues pertaining to the to HRS 92- -20 (b). Commissioner Hendricks seconded, and it carried unanimously. Executive session convened at 10:15 a.m. Regular session reconvened at 12:05 p.m.
