development on agricultural lands in exchange for the perpetual protection of contiguous blocks of lands for crop <br />production. The program will also provide an opportunity to create affordable housing in rural areas. Towards this <br />end, the guidelines could specify: <br />■ Specific areas, or types of areas, appropriate for Clustered Rural Subdivisions; <br />■ Minimum lot sizes; <br />■ Natural and cultural resources meriting protection and associated buffer areas, as applicable; <br />■ Minimum standards for roads and wastewater disposal; <br />■ Legal tools for permanent protection, maintenance of open space, and/or agricultural lands; <br />■ Connections to the open spaces of surrounding areas; <br />■ Connections to adjacent or nearest urban areas. <br />Clustered Rural Subdivision Planned Unit Developments could base some criteria on applicable sections of <br />Attachment C, CLUSTERED RURAL SUBDIVISION GUIDELINES from Mapping Kona's Future, Kona CDP, Vol. 1, <br />September 2008 (http://www.hawaiicountycdp.info/north-and-south-kona-cdp/cdp-final- <br />drafts/Final%20KCDP Sept%202008 text.pdf/view ) <br />Policy 14 <br />Develop incentives for Cluster Plan Developments and Clustered Rural Subdivisions that leave natural, open space <br />buffer areas along the shoreline, streams, and gulches, or adjacent to forest, conservation areas, or other <br />culturally/environmentally sensitive areas. (See corresponding Policy 13 and Policy 8) <br />Rationale: The intent of this policy is to explore possible incentives for Cluster Plan Developments and Clustered <br />Rural Subdivisions in coastal areas that leave natural, open space buffer areas along the shoreline and other <br />environmentally sensitive areas. Incentives could include expedited planning review, density bonuses, etc. See <br />Policy 13 for more information. <br />Policy 15 <br />To ensure the preservation of historic and cultural village character, provide technical support to develop Town <br />Revitalization Plans. <br />Rationale: This policy is an acknowledgement that more collaborative work is needed from both the community and <br />the Planning Department in order to realize the goals and objectives of revitalized towns in the Hamakua Planning <br />Area. This policy directs the County to provide the necessary technical support to communities interested in <br />developing their own town revitalization plans, which may include assistance in forming associations for Business <br />Improvement Districts to seek grant funding, etc. For more information, see pages 102-113 of Appendix V4C.
