when I look at those reasons you know I was suspect of those <br />reasons because you know my perception of the firefighters is that <br />they're firefighters ... they work for the County. Why need be a <br />Union badge you know I mean it doesn't add to the fact that <br />they're working for the people you know. <br />Mr. Robinson: <br />Okay. Thank you. <br />Ms. Kahakalau: <br />Mr. Goodenow? <br />Mr. Goodenow: <br />Are we in discussion? <br />Ms. Kahakalau: <br />Yeah. <br />Mr. Goodenow: <br />I mean it seems quite clear Section 2-83, Fair Treatment both <br />(a)(1) ... all public property and equipment are to be treated as a <br />public trust and are not to be used in a proprietary manner for <br />personal purposes without proper consent and (b)(4) ... no officer or <br />employee shall attempt to use ... the officer's or employee's official <br />position to gain unwarranted privileges, exemptions, advantages, <br />contracts, or treatment, for oneself or others; including but not <br />limited to using County property facilities, equipment, time for <br />personal or private business or any other purpose other than for a <br />public purpose. It seems pretty clear that it's not appropriate and <br />maybe we could reference it in our opinion the State Ethics <br />Commission's... <br />Mr. Adams: <br />Staff position. <br />Mr. Goodenow: <br />Yeah. As I was thinking about this, I <br />really was trying to figure out where is there situation where we <br />have seen this and what came to my mind was ... you see it on <br />sports uniforms all the time. Whether it's Adidas or Nike Swoosh <br />or something like that and I went.looking to see if I could find <br />anything that discussed that and I really didn't find anything. <br />Clearly there's a permission that's granted between that the <br />government has in this case ... you know military academy, naval <br />academy whoever ... and when you're dealing with State <br />Universities for example that are institutions of the State and yet <br />they have these provisions where they are allowing these <br />E. <br />
