AP -75 Barriers to affordable housing — 91.220(j) <br />Introduction <br />The major obstacles of producing affordable housing are the lack of financial resources, scarcity of <br />developable land and the lack of infrastructure. The County has identified the following barriers to <br />continue to address in its quest to provide affordable housing. The following barriers are fees, charges, <br />exactions, land use regulations, building codes, growth limitations and lack of resources. <br />Actions it planned to remove or ameliorate the negative effects of public policies that serve <br />as barriers to affordable housing such as land use controls, tax policies affecting land, zoning <br />ordinances, building codes, fees and charges, growth limitations, and policies affecting the <br />return on residential investment <br />The County will undertake the following to reduce and/or remove affordable housing barriers. <br />* Continue to publicize and conduct fair housing workshops and seminars <br />*Ensure the topics of affordable housing and fair housing choice are fully addressed within the Wrong <br />Door Network and all ADRCs (Aging and Disability Resource Centers). <br />*Publicize and promote the existence of, and assistance through, the housing "doors" in the No Wrong <br />Door Network. <br />*Collaborate with relevant organizations to advocate for the addition or upgrading of accessibility <br />requirements in major neighborhood and housing development projects. <br />*Collaborate with relevant organizations to advocate for a visit ability requirements for all new housing <br />construction (with the exception of ADUs and Ohana units). <br />*Collaborate with relevant organizations to advocate for increased funding to help lower income <br />homeowners cover the costs of modifications and renovations to make their home more accessible. <br />*Collaborate with relevant organizations to advocate for actions to ensure the paraprofessional <br />caretaking workforce is sufficient to meet growing needs for long-term services and supports (LTSS) and <br />Home and Community-based Services (HOBS). <br />*Collaborate with public and private providers of services to people with the most severe disabilities to <br />support with the most severe disabilities to support their access to appropriate housing. <br />*Coordinate landlord forums and promote benefits of its rental assistance program. <br />*Represent homeless needs to State agencies to encourage mainstream resourcing to address <br />Annual Action Plan <br />2017 <br />OMB Control No; 2506.0117 (exp, 07/31/2015) <br />34 <br />
