d. An explicit statement in plain language of the issues involved and the facts <br />alleged by the agency in support thereof, provided, that if the agency is unable to <br />state such issues and facts in detail at the time the notice is served, .the initial <br />notice may be limited to a statement of the issues involved, and thereafter upon <br />application, a bill of particulars shall be furnished; and, <br />c. The fact that any party may retain counsel if he so desires, and the fact that an <br />individual may appear on his own behalf, or a member of a partnership may <br />represent the partnership, or an officer or authorized employee of a corporation, <br />trust, or association may represent the corporation, trust, or association. <br />6.4 Prehearing Conference <br />The presiding officer may hold a prehearing conference with the parties for the purpose <br />of formulating or simplifying the issues, arranging for the exchange of proposed exhibits <br />or proposed written testimony, setting of schedules, exchanging names of witnesses, <br />limitation of number of witnesses, and any other matters that may expedite the orderly <br />conduct and disposition of the proceeding. <br />6.5 Limiting 'Testimony <br />To avoid unduly repetitious evidence, the presiding officer may limit the number of <br />witnesses or the time for testimony upon a particular issue. <br />6.6 Removal from Proceeding <br />Any person who willfully disrupts a hearing to prevent or compromise the conduct of the <br />hearing shall be removed from the hearing room. <br />6.7 Order of Procedure <br />The party requesting the contested case hearing shall open and close. Intervenors shall be <br />heard in such order as the presiding officer directs. <br />6.8 Co -Counsel <br />Where a party is represented by more than one counsel or representative, only one of the <br />counsel shall be permitted to cross-examine a witness or to state any objections or to <br />make closing argument. <br />6.9 Cross -Examination <br />Each party shall have the right to conduct such cross-examination of the witnesses as may <br />be required for a full and true disclosure of the facts and shall have the right to submit <br />rebuttal evidence. <br />24 <br />
