All revenues or moneys derived from the waterworks or otherwise appropriated <br />for the board, other than funds derived from the sale of bonds and excepting moneys <br />appropriated by Act 5 of the Special Session Laws of 1950 for the construction of a <br />water system for the districts of North and South Kona, shall be paid into the treasury of <br />the county and maintained by the treasurer in a waterworks fund. The funds shall be <br />expended for the following purposes: <br />(1) For payment of interest and sinking fund on all bonds issued for the <br />acquisition or construction of waterworks and extensions thereto: <br />(2) For the payment of the operating and maintenance expenses of the <br />waterworks, repairs, replacements, additions and extensions; <br />(3) For accident reserve, pension charges and compensation and insurance; <br />(4) For purchase or development of new sources of water; and <br />(5) For a reserve fund. <br />X54-30 Deposit of money in banks. All moneys deposited in the office of the county <br />treasurer belonging to the board of water supply shall be deposited in such manner and <br />upon such provisions and requirements, as provided by chapter 38. The county <br />treasurer and the chairperson of the board shall have the same rights, powers and <br />duties as devolve upon the state, its director of finance and the governor, respectively, <br />with respect to state funds so deposited. All interest received by the county treasurer <br />upon moneys belonging to the board shall be credited to the board. <br />X54-20 Accounts, revenues and expenditures. The board of water supply shall <br />maintain proper accounts in such manner as to show the true and complete financial <br />status and the results of management and operation. <br />The accounts and financial status of the board shall be examined annually by the <br />county auditor who shall report thereon to the board. The board may, whenever <br />necessary in connection with the issuance of any bonds, employ a certified public <br />accountant to make an audit of the accounts and financial status of the board. <br />County of Hawaii, County Charter, Article VIII Department of Water Supply, Section 8-2 <br />Water Board describes the powers of the water board: <br />The water board shall consist of nine members who shall be appointed by the <br />mayor with the approval of the council in the manner prescribed in Section 13-4. One <br />member shall be a resident of each council district. The manager -chief engineer of the <br />department of water supply, the planning director, and the director of public works or <br />their designated representatives shall serve as ex -officio members of the water board <br />without power to vote.
