(6) The presiding officer may limit testimony which is irrelevant, <br /> abusive, disruptive, or unduly repetitious. <br /> (7) All members of the public shall extend proper courtesy and respect <br /> to one another and to all Commission members and staff. No <br /> profanity or abusive remarks will be allowed at any time in any <br /> meeting. <br /> (8) Any person who does not abide by these rules or who disrupts a <br /> meeting which prevents or compromises the conduct of the <br /> meeting may be removed from the meeting at the discretion of the <br /> presiding officer. <br /> (e) Five commissioners shall constitute a quorum for the transaction of <br /> business. The affirmative vote of a majority of those members present <br /> shall be necessary to take any action. <br /> (f) Whenever a conflict of interest or other ethical question is raised by <br /> anyone regarding any member of the Commission,the affected member <br /> shall promptly make a full disclosure of the circumstances to the <br /> Commission. <br /> (g) The Commission shall comply with the provisions of Chapter 92,Hawai`i <br /> Revised Statutes, as amended. <br /> (h) A draft agenda for the next meeting shall be established at the end of each <br /> meeting. The Chairperson may add items to the agenda prior to the filing <br /> of the public notice. <br /> 1-8 Committees <br /> The Commission may appoint the necessary standing and select committees to <br /> discharge its responsibilities and functions. <br /> 1-9 Minutes <br /> The Commission shall keep written minutes of all meetings. Unless otherwise <br /> required by law, neither a full transcript nor a recording of the meeting shall be <br /> required,but written minutes shall give a true reflection of the matters discussed <br /> at the meeting and the views of the participants. The written minutes shall be <br /> government record and shall be available within thirty days after the meeting, <br /> except where such disclosure would be inconsistent with Section 92-5, Hawai`i <br /> Revised Statutes, or Section 13-20 of the Charter of the County of Hawai`i; <br /> provided that minutes of executive meetings may be withheld so long as their <br /> publication would defeat the lawful purpose of the executive meeting,but no <br /> longer.
