Hawaii Fire Commission <br />Meeting Agenda <br />August 9, 2017 <br />Page 2 <br />➢ FY 2017/18: Two weeks of payroll was pushed into July's budget due to the <br />payroll lag. <br />• Alternative Funding and Grants <br />➢ 2016 CDBG: The Pahala Wildland Pumper Apparatus Project is expected to <br />be completed in October 2017. <br />➢ 2015 AFG Grant: They received 211 self-contained breathing apparatus <br />inventory. Additional equipment was ordered, and implementation deadline is <br />October 2017 <br />Human Resources Division: <br />➢ Internal Recruitment: The Battalion Chief Assessment Center is scheduled for <br />August 30. Commissioners may sit in to observe. <br />➢ Open Recruitment: Fire Radio Dispatcher I interviews and Assessment Center <br />will be done July 24-28. Targeted hire date is September 1. <br />➢ Labor Relations: Investigations are being conducted on incidents of violence it <br />the workplace and employee conduct. Fire Fighters Association Supplemental <br />and Memorandum Agreements will be effective July 1, 2017. <br />Emergency Operations Division <br />➢ Operations: There were numerous incidents in East and West Hawaii as <br />noted in the report. They had a large fire in Waimea, and are looking at <br />improving response to that isolated area on Hawaiian Homes land. The State <br />doesn't have to follow County codes. <br />Special Operations <br />➢ Hazmat: Four HFD personnel will attend a Hazmat Continuing Challenge in <br />Sacramento, California, which is being funded by LEPC. <br />➢ Rescue: They continue working on updates to the SOG. A gifting ceremony <br />has held at the Kailua station with Frank and Laura Sayre for $25,000 funding <br />by the Karakin Foundation. <br />➢ Ocean Safety: They completed 16 sessions of their summer Jr. Lifeguard <br />Program. Twenty-four competitors were sent to Honolulu for the State Jr. <br />Lifeguard Championships. <br />Support Services Division <br />➢ Training: Recruits completed their final exams for the classroom portion in <br />July. They will be hosting a National Fire Academy Course titled, "Wildland <br />Urban Interface Firefighting for Structural Company Officer." <br />➢ Volunteer Training: Volunteer Commander Bertsch reported that their next <br />Captain's meeting will be in Discovery Harbor. They will continue with their <br />Executive Leadership Program. AC Honda offered to do driver's training, but <br />they are still trying to pin down dates and volunteers. <br />➢ EMS Bureau: The Hawaii Tribune Herald ran a front page story on their <br />HFD's Pilot Community Paramedic Program.
