2. The Public Involvement <br />KONA COMMUNITY <br />DEVELOPMENT PLAN Process <br />Residents of Kona responded with great enthusiasm to the opportunity <br />to become involved in formulating the Community Development Plan, a <br />critical policy document affecting the future of Kona. Formal structured <br />interviews and informal conversations with participants revealed a yearning <br />for extensive, transparent, and meaningful involvement—for a variety of <br />important reasons. The Plan provided an opportunity for the Kona region to <br />spell out its own vision and priorities in the framework of countywide <br />decision-making. The Plan focused on North and South Kona as one <br />regional reality. The CDP promised to address in specific terms how Kona <br />should grow in the future, an issue capable of generating great passion <br />Public Involvement Activities: <br />Structured Interviews among all interest groups. Finally, the process presented residents with the <br />Public Meetings unique opportunity to provide input before the plan was formulated in a <br />Mapping the Future Workshop proactive and creative way rather than the more customary comment process <br />How do we grow? Charrette Part I <br />How do we grow? Charrette Part 11 after a plan has been developed. Extensive participation became a hallmark <br />of the process, involving well over 1,000 participants. <br />The involvement of residents in the CDP was organized in four phases: <br />Phase 1: Gathering Ideas – to create the foundation of ideas upon <br />which all subsequent activities were based (this phase included <br />Structured Interviews and Public Meetings and lasted from September <br />2005 to February 2006). <br />Kona Community Development Plan 2.1 <br />
