• <br />• <br />• <br />.9 110TICE TO PROCEED - After the contract is fully executed and signed by <br />the Mayor, the Contractor will be sent a formal 'Notice to Proceed" by the <br />Engineer advising the Contractor of the date on which he may proceed 4th <br />the work. The Contractor shall be allowed ten (10) working days from said <br />date to begin his.work. In the event that the Contractor refuses or neglects <br />to start the work, the Engineer shall use the enforcement powers invested in <br />him by Section 507-17, Hawaii Revised Statutes. <br />In the event that the Contractor desires to commence his operations prior <br />to receipt of a formal notice to proceed, he may do so by asking the permission <br />of the Engineer in writing. As such, all work performed, shall be conducted <br />in accordance with Subsection 8.1 - "PROSECUTION OF WORK'. <br />In the event the notice to proceed for a project with a fixed completion <br />date is not issued within thirty (30) consecutive calendar days after award, <br />the Contractor will be allowed an extension of time equal to the number of <br />calendar days delayed after the thirtieth (30) day. <br />3.10 INFORMAL BID - Should the Engineer find that a project is of such nature <br />that it does not require formal advertising pursuant to Section 103-22 to <br />103-23, Hawaii Revised Statutes, he may then call for informal bids in <br />accordance with the plans and specifications issued for the preparation of <br />such bids. <br />Section 3 <br />Page 12 <br />
