• <br />• <br />SECTION 4 - SCOPE 'OF WORK <br />1..1 INTENT OF PLANS AND SPECIFWATIONS - It is intended that the plans and <br />specifications shall include everything requisite and necessary to the proper <br />and entire completion of the work, notwithstanding that every item necessarily <br />involved by the work is not particularly mentioned; all work when completed is <br />to be delivered to the County in a perfect and undamaged state. The Contractor <br />shall comply with the obvious intent and meaning of these specifications which <br />shall be construed to include all labor and materials, measures and modes of <br />work necessary to complete the work herein specified in a workmanlike manner <br />and to the satisfaction of the Engineer. <br />L.2 CHANGES - The Engineer reserves the right subject to the approval of the <br />Director of Finance and the Mayor, to make such alterations, deviations, <br />additions to or omissions from the plans and specifications, including the <br />right to increase or decrease the quantity of any item or portion of the work <br />or to omit any item or portion of the work as may be deemed by the Engineer <br />to be necessary or advisable and to require such extra work as may be deter- <br />mined by the Engineer to be required for the proper completion or construction <br />of the whole work contemplated. <br />Any such changes will be set forth in a change order which will specify, <br />in addition to the work to be done in connection with the change, adjustment <br />of contract time, if any, and the basis of compensation for such work. All <br />detailed cost breakdowns shall be submitted to the Engineer within ten (10) <br />consecutive working days from the date of such written requests in a format <br />similar to that as shown in Appendix C. A change order will not become <br />effective until approved by the Engineer, Director of Finance and the Mayor <br />Upon receipt of a change order, the Contractor shall proceed with the <br />ordered work. If ordered in writing by the Engineer, the Contractor shall <br />proceed with the work so ordered prior to actual receipt of a change order <br />therefor. <br />(a) Increased or Decreased_Ouantities <br />1. Unit Price Work - The Engineer reserves and shall have the <br />right to make such changes, from time to time, in the plans <br />the character or quantity of the work as may be considered <br />necessary or desirable to complete fully and acceptably the <br />proposed construction in a satisfactory manner, provided <br />such alterations do not change the total cost of the project, <br />based on the originally estimated quantities and the unit price <br />bid, by more than twenty-five (25) percent, and provided <br />further that such alterations do not change the total cost of <br />any major item, based on the originally estimated quantities <br />and the unit price bid, by more than twenty-five (25) percent. <br />Section 4 <br />Page 13 <br />
