Communication No. 2018-02 <br />Minutes of the SKTSC Meeting - 11/14/2017 <br />The meeting was called to order at 4:01 PM at the Waimea Civic Center Conference Room. <br />Officers present: James Hustace & Marianne Falkner <br />Minutes of the October meeting were approved with a motion by Dr. Billy Bergin and a 2nd from <br />Frankie Pang. Vote was unanimous. <br />Announcements from the Chair: <br />1. Chair attended meeting in Waimea regarding County of Hawai'i Mass Transit's new master <br />plan. Mass Transit proposing new routes across the island, and detailed issues with old and <br />ill-equipped buses for the Big Island. <br />2. Insurance now being required by DAGS to use the Waimea Civic Center Conference Room. <br />3. Cub Scouts visiting the meeting today. <br />Treasurer's Report: <br />1. Marianne reported a balance of $134.46. <br />Subcommittee Reports: <br />County: <br />1. Chair reported: <br />a. Mana Road to Mud Lane: Will be discussed in new business. <br />b. Iona Court to Mana Road: Shoulders and striping work should be happening in late <br />2017. <br />c. Shoulder paving near Canada France Hawaii and Waimea Elementary School: <br />Established a school zone. Lights, flags, safer shoulders, etc. Striping work is <br />complete. Bike lanes and pedestrian lanes. <br />d. Ala'Ohi'a Road; Parker Ranch WTCP: Still waiting to receive reply addressing <br />committee comments. <br />State: <br />1. Chair reported: <br />a. Spoke to Donald Smith over the phone just moments before the SKTSC meeting <br />began. Donald Smith will attend a future meeting. The following issues were all <br />addressed with Donald Smith, and include his updates and report. <br />i. Queen Ka'ahumanu Highway and Kawaihae Intersection: DOT hoping to <br />begin construction early summer 2018. Project to be advertised soon. <br />ii. Safety improvements along Kawaihae Road: Donald Smith will look into <br />replacing reflectors and repainting lines along this corridor. Center lines <br />continue to disappear. Safety is becoming an issue on this road during the <br />night hours. Striping would need a contract. Donald Smith is exploring the <br />idea of a climbing lane along Kawaihae Road. <br />iii. DKI extension: Federal Lands is still processing comments and has yet to <br />choose an appropriate alignment. Another small study would likely follow <br />the alignment selection before the EA can be finalized. Saddle Road Task <br />Force are eager to complete the project and often ask Donald Smith about <br />the status of the project. <br />iv. Kawaihae/Waimea Mini Bypass: Designs and plans are potentially a year <br />away from completion. Still no money for construction. <br />v. Waiaka Bridge: EIS is ongoing for this project. Lack of funding to build out <br />this bridge and intersection to the extent that the community has <br />requested. Donald Smith would like to attend a future meeting to <br />specifically address this project. <br />
