<br />owner’s rep/consultant to Waikoloa. Most of our presentation will be made by Mr. Fuke to my

<br />FUKE: Good morning, Mr. Chairman, Members of the Commission. My name is Sidney Fuke.
<br />I’m a planning consultant, and I’ve been retained to assist with the preparation and processing of
<br />the applications before you.
<br />
<br />HEAD: Good morning. My name is Scott Head. I live in Kamuela, Hawai‘i. And I’m a
<br />representative for Waikoloa BC, LLC.
<br />

<br />FUKE: I wanted to add that I live in Kaūmana, Hilo. Sorry I didn’t put that in.

<br />I think that, you know, the staff report is very comprehensive, I mean, you know, you just look at
<br />it, you had like about over, I guess with all of the additional testimonies, well in excess of like 700
<br />sheets, and it’s difficult to go through all 700 sheets, so we can understand why even for the staff
<br />it took a while before they could, you know, generate the report for you and having all that
<br />information and the questions that will probably come up today that, you know, they recommend
<br />that you take a site visit and during the interim, you know, spend some time, your precious time,
<br />to review all of the material that has been presented to you.
<br />
<br />The applicant has been in this process for nearly three years. And I think that as, you know, the
<br />staff had mentioned, the initial application was filed back in 2000 and, you know, September
<br />2015, but it didn’t start then; it started way before then because they had to look at a lot of the
<br />information that needed to be generated before they came forth with something.
<br />
<br />So what I would like to do is like I passed out, you know, that small little maybe half-an-inch type
<br />of binder, you know, I kind of like want to walk you through that because it will give hopefully
<br />the Commission with some sense of understanding of like what the thought process was on the
<br />part of the applicant. And during the course of going through that, I think that some of the
<br />questions that the Planning Director has raised, I think may be directly or indirectly addressed.
<br />So, and I also hope that, you know, the, at the next, you know, I know because you have a lot of
<br />people who are going to testify, so we’d like, you know, hopefully an opportunity to address these
<br />additional concerns that may come up that, you know, which we don’t initially say now, or find
<br />now, at the subsequent meetings.
<br />
<br />So in the handout that I, you know, they are kind of like numerical right now, so I wanted to
<br />basically, you know, in the exhibits, kind of share with the Commission like what was the
<br />planning process. Initially you have to look at like, you know, is the infrastructure adequate, you
<br />know, primarily, is there water? The answer to the question was yes. What about your
<br />wastewater system? Yes, there is, because it’s all, you know, it’s all wastewater, a private sewer
<br />system in that area, so that’s how it’s going to all be hooked up. They also look at, look at the
