A team of County <br /> and State agencies have been working together to identify the required permits and <br /> processes, and have provided the following recommendations: <br /> 1. State of Hawaii Department of Land and Natural Resources (DLNR) State Parks, <br /> Division of Boating and Ocean Recreation (DOBAR), Division of Forestry and <br /> Wildlife (DOFAW), Division of Conservation and Resources Enforcement <br /> (DOCARE), Department of Transportation (DOT) Highways Division, Department <br /> of Hawaiian Homelands (DHHL): <br /> • Swim/waterborne portion of the race: a permit is required from DOBAR. <br /> • Staging/parking area (Hapuna State Recreational Area): a permit is <br /> required from State Parks. <br /> • Staging/parking area (Puu Huluhulu): a permit is required from DOT and <br /> DHHL. <br /> • Mauna Loa Access Road: the first 500 meters is controlled by DHHL and <br /> the rest of the roadway is managed by DOFAW. Permits are required <br /> from each entity. DOFAW could close the road but would require for at <br /> least two DOCARE Officers to be hired to manage the public. DOFAW <br /> would also provide the race date to staff members of Mauna Loa. <br /> • Saddle Road: DOT is concerned about traffic congestion that the support <br /> team vehicles may cause. Typically, only a limited number of"official <br /> race" vehicles are authorized through the permit. <br /> County of I Iawai'i is an Equal Opportunity Provider and Employer <br />
