Puna CDP 2017-18 Priorities <br />Priority #2 — Road Connectivity <br />Road connectivity is a high priority for Puna. As the numerous subdivisions in Puna continue towards full <br />build -out the need for alternate routes during emergency situations is becoming more critical. Additionally, <br />inter -connectivity between subdivisions could help alleviate traffic congestion along major routes. Action <br />item 4.3.3a defines connectivity actions for Puna. Recent work by the PCDP Connectivity subcommittee and <br />Council's ad hoc subcommittee resulted in a report on Puna connectivity that recommends connectivity <br />locations for upper Puna. Along with implementation of the connectivity report, the AC also asks that current <br />emergency routes that are closed be considered for improvement to be opened permanently as connectivity <br />routes. <br />ACTinN 4_R -RA <br />1) Establish emergency routes, using mostly existing road beds; <br />2) Create connectivity alignments between the following subdivisions: Hawaiian Acres and Fern Acres, <br />Fern Acres and Kopua Farm Lots, Eden Roc and Fern Forest, Orchidland and Hawaiian Acres, <br />Nanawale and Hawaiian Shores, Hawaiian Beaches and HPP, Kea'au Agricultural Lots and a site <br />adjacent to Kea'au Elementary School, 'Ohi'a Estates and Royal Hawaiian Estates. These inter - <br />subdivision roads should be staggered, low -impact, and multi -modal. The general locations are <br />indicated as ovals in Figure 4-1. <br />Current Status: PREP Fairs, committee report, Council ad hoc subcommittee report, EA for Lauko, Pszyk, & Puhala <br />roadways completed (FONSI Feb. 2017).
