Responsible for all of the Department of Public Works services and activities provided by the <br /> six divisions: Administration, Automotive, Building, Engineering, Highway Maintenance <br /> and Traffic. These divisions administer policies and procedures to meet and improve the <br /> health and safety of our Hawaii Island 'Ghana. <br /> 2. Establish, within the County of Hawaii policy, appropriate service and staffing levels; <br /> monitor and evaluate the efficiency and effectiveness of service delivery methods and <br /> procedures; allocate resources accordingly. <br /> 3. Represent the Department of Public Works to other County departments, elected officials and <br /> outside agencies; coordinate the Department's activities with those of other departments, <br /> outside agencies and organizations. <br /> 4. Assess and monitor work load; identify opportunities for improvement; direct and implement <br /> changes. <br /> 5. Serve as one of the County's resource for technical engineering expertise. <br /> 6. Oversee and participate in the development and administration of the Department's budget; <br /> approve the forecast of funds needed for staffing, equipment, materials and supplies; approve <br /> expenditures and implement budgetary adjustments as appropriate and necessary. <br /> 7. Explain, justify and defend the Department of Public Works programs, policies, and <br /> activities. <br /> 8. Manage/coordinate support to first responders during emergency events. Assist with <br /> Emergency Operation Center duties. <br /> 9.
