November 2003 to Present: Position: Civil Engineer V <br /> County of Hawaii Department of Public Works — Hilo. HI <br /> Duties: <br /> 1. Coordinates, supervises and reviews the work of professional consultants in the preparation <br /> of reports, construction plans, specifications and estimates for highway, and drainage <br /> projects. <br /> 2. Coordinates and supervises construction management consultants and supervises <br /> construction and inspectional activities. including reviewing shop drawings and material <br /> tests, interpreting plans and specifications. making changes and corrections, keeping <br /> construction records, such as the amount of work done. materials used and verification of <br /> payments, as 'sell as the processing of necessary County State and Federal documentation <br /> during and after construction. <br /> 3. Prepares and process appropriate documentation for the procurement of professional services <br /> including the preparation of a project assessment report. <br /> 4. Conducts preliminary engineering investigations for project development, including <br /> feasibility. economic, and environmental studies: and prepares appropriate assessments, <br /> recommendations and reports. <br /> 5. Assists in the development of the Division's CIP program using County. State and Federal <br /> funds. <br /> 6. Investigates and responds to applicable civil engineering related complaints/concerns from <br /> the general public. <br /> 7. Directs preliminary and final surveys for engineering projects. <br /> 8. Designs retaining walls, culverts, catch basins, highways and other civil engineering <br /> improvements, including site plans and construction plans. Work includes establishing and <br /> computing horizontal and vertical alignments: hydrological. hydraulic calculations for the <br /> design of drainage systems and other related civil engineering computations. <br /> 9. Prepares and process final plans. specifications, cost estimates and other related County. <br /> State and Federal documentation, as well as bidding, awarding and closing of construction <br /> contracts. <br /> 10. Provides recommendations or seek solutions to problems that may arise during project <br /> construction either from design flaws. omissions, or unforeseen conditions. <br /> 11. Mentors civil engineering college student interns. <br /> 12. Assists in making preliminary appraisals and negotiates for acquisition of land and right of <br /> way. <br /> 13. Charged to revise the State of Hawaii Office of Environmental Quality Control <br /> Comprehensive Exemption List for the County of I Iawaii Department of Public Works. <br /> 14. Coordinates with FIIWA. DOT, County Departments, DWS. other government agencies and <br /> t Jtility Companies in the design of civil engineering projects. <br /> 3 <br />
