Communication No. 2018 - 15

Kona CDP Action Committee Response to KCDP Communication no. 2017 - 03:
Proposal by Office of the Mayor to Amend Certain Policies of the Kona CDP.

The following text presents the recommendations of the Kona CDP Action Committe e made on
March 13, 2018 regarding the above - referenced proposal to amend certain policies of the Kona
CDP. In these recommendations, the Action Committee concurs with the majority of
amendments proposed in Communication 2017 - 03, but also recommends delet ing or modifying
certain proposed amendments and additional amending language to a number of other Kona
CDP policies in order to clarify and facilitate implementation of these important policies.
For simplicity in understanding and comparing the original proposed amendments with the
differing amendments recommended by the Action Committee, the following text presents the
existing goals, objectives and policies of the Kona CDP in the same “Exhibit A” format as
presented in Communication 2017 - 03, but with o nly the CDP amendments supported or
additionally recommended by the Action Committee. The Kona CDP amendments proposed by
the Office of the Mayor, in Communication 2017 - 03, should be reviewed side - by - side with
these recommendations to allow a comparison and contrast of amending language between
the two documents.
The Action Committee understands that the final form of the document entitled “Exhibit A,”
following your review and any further amendments you may make, is intended to be an
attachment to a Coun ty legislative Bill which, if enacted as an ordinance by the County Council,
would amend the Kona CDP Policies as provided in such “Exhibit A.”
-----------------------

Exhibit A
Kona Community Development Plan
Compendium of Goals, Objectives, and Policies from Chapter 4
4.1 TRANSPORTATION
Transportation Goal: An efficient, safe, and attractive multi - modal transportation
system integrated with land use planning that allows movement around and
through Kona with minimal reliance on the automobile.
Objective TRAN - 1: Transportation and Land Use. To organize growth on a regional
level in Kona, growth should be compact and transit - supportive. Compact mixed - use
villages along transit routes provide sufficient densities to support transit feasibility and
enable people to meet a variety of daily needs within walking distance.
2018 - 03 - 13.KCDP.Amendment.Report 1
