C omm unication No. 2018 - 15 <br /> <br />Policy TRAN - 1.1: Official Transportation Network Map . The Official Transportation <br />Network Map shall show proposed transit routes, proposed arterials and collectors, and <br />pedestrian/bicycle p aths (see Figures 4 - 2a to 4 - 2d). This map shall designate the <br />functional classification of the roadway. The purpose of this map is to show intended <br />interconnections, plan and preserve these corridors, budget public improvements, and <br />provide notice to aff ected landowners of potential impacts from these projects. A s <br />a pplicable , permit approvals (e.g., r ezonings, subdivisions, planned unit developments, <br />plan approvals ) shall commit the rights - of - way and/or improvements of proposed <br />roadways shown on the Offi cial Transportation M ap that traverse through the project <br />area . T he extent of reservation and/or improvements shall be proportionate to the <br />project’s impact as determined by the project’s approved TIAR . If the corridor alignment <br />has not been sufficiently studied, the Planning Director has the discretion to determine <br />an appropriate action including realigning or other appropriate feasible alternative prior <br />to the tentative subdivision/plan approval . <br />Policy TRAN - 1.2: Trunk Line . The new Keohok ālole Highway (Mid - Level Road) shall <br />function as the trunk transit route connecting Kailua Village with the airport, along which <br />transit - oriented developments (TODs) will be located. As the trunk transit route, there <br />will should be future allowance for a dedicated transit - way within the right - of - way . and <br />the headways will The time interval between vehicles moving in the same direction on <br />the same rout e should be of the highest lowest amount among all transit routes in Kona <br />(see Figure 4 - 2a). <br />Policy TRAN - 1. 3: Spacing of TODs along Trunk Line . Transit - Oriented <br />Development (TOD) Urban Villages shall should be located a minimum of one mile <br />apart, between major transit stations, along Keohokālole Highway trunk route in order to <br />preserve the transit efficiency of this route. <br />Policy TRAN - 1.4: Secondary Transit Route. A secondary transit route shall should <br />co nnect Kailua Village with Keauhou and also serve the areas mauka of Queen <br />Ka‘ahumanu and Kuakini Highways (see Figure 4 - 2a). As a secondary transit route, <br />transit will would share the vehicular travel lane . , and its headways will should be equal <br />or less than the trunk route. Any new developments along these routes shall pay their <br />proportionate share for the frontage road costs and provide transit stops or stations. <br />Policy TRAN - 1.5: Frontage Road. A frontage road makai of the Queen Ka‘ahumanu <br />Highway, o r, if permitted by DOT, within the 300 - foot wide Queen Ka‘ahumanu Highway <br />right - of - way between the airport and Honokōhau Harbor shall should serve as a <br />Secondary Transit Route. It will would enable the consolidation of Queen Ka‘ahumanu <br />Highway vehicular a ccess points for the developments makai of Queen Ka‘ahumanu <br />Highway. <br />Policy TRAN - 1.6: Kailua or Makaeo Village as a Transit Hub . The redevelopment of <br />Kailua shall include a plan to create an intra - Kona transportation service, with Kailua <br />Village or Maka eo Village as the "hub" or transit center.
