Waiopae in Puna and Hale O Kaili” in North Kohala are <br />still on going. <br /> <br />/&&)#% /& 4(% #/20/2!4)/. #/5.SE,Ȍ3 2%0/24 <br />There being no counsel report, Ms. Self, presented to the commission: The State of <br />Hawaii, Office of Information Practices, Sunshine Law (HRS 92) approved OIP <br />Sunshine Law Training power-point presentation. <br /> <br />During the presentation, the commission held open discussions regarding: <br />1.PONC Commission defining role as an advisory to the Mayor regarding <br />commission responsibilities according to Hawaii County Charter and Code. <br />2.Effective July 1, 2018: <br />a.Documents need to be available for all commissioners and public before <br />any public meetings. <br />b.Posting of all draft and approved minutes changed from 30 days to 40 <br />days after the commission meets. <br />c.Minutes for executive meetings are not public until the conclusion of <br />that subject but needs to be on the agenda. <br />d.As an advisory board, PONC minutes are neither verbatim nor <br />transcribed. It does need to provide a true reflection of matters <br />discussed. <br />3.Agenda items must be approved by Chairman Tomich and posted six <br />calendar days before the scheduled meeting. Any amendments to the agenda <br />must meet a 2/3rds majority vote, establish reasonably major importance, <br />and will affect a significant number of people. <br />4.Any handouts or commissioner reports must be made available to the public <br />and commissioners and given to Ms. Cutler six days before any PONC <br />meeting. <br />5.Limiting the time allowance for public testimony is upon discretionary of <br />Chairman Tomich, Vice Chair Siracusa or acting Chair of that meeting. <br />However, Ms. Self clarifies that presentations by the public must be on the <br />agenda as a presenter, not a testimony. <br />6.Violation of the sunshine exists when more than two commissioners are <br />discussing items on/or not on the agenda at any given time. <br />7.The commission discussed in great length the purpose for Ad Hoc <br />committee for site visits, required number of meetings selection, duties, <br />and reporting; in comparison to selection of two commissioners going out <br />and reporting their findings in the next meeting by calling Ms. Cutler to put <br />it on the agenda. <br /> <br />5.&).)3(%$ "53).%33 <br />There being no unfinished business in this section of the agenda, Chairman <br />Tomich moved to the next item on the agenda. <br /> <br />.%7 "53).%33 <br />Hawai‘i County is an Equal Opportunity Provider and Employer. <br /> <br />
