Mr. Goodenow: This is for discussion... <br /> Ms. Sumner-Mack: I'll second it.... <br /> Ms. Kahakalau: Okay we have a motion and we have second and so...we have any <br /> further discussion.... <br /> Mr. Robinson: I have just a few items I'd like to... <br /> Ms. Kahakalau: Yes. <br /> Mr. Robinson: I read Mr. Guzman's presentation carefully...I read your <br /> presentation carefully...and he makes some points that I <br /> understand...like his concern about the five hundred dollar fee for <br /> the STVR as compared to the TVRs resort zone areas I guess <br /> would not be required to do that annual certification...so there <br /> would be an unfair, competitive advantage and I can understand <br /> that...the perception that maybe you would support that as a <br /> way...you mean there's always like perception is not reality...I tell <br /> my wife that all the time but unfortunately she never believes <br /> me...but I mean I can see that...I can see Mr. Guzman's concerns <br /> and then I can see his concern about you know the emails that he <br /> sent and...the responses that he got is no I didn't and then all of a <br /> sudden yes I do...but understand that you've corrected that and <br /> now the amended annual disclosure...annual statement and so I <br /> think that's good there...it's just you know I can see why Mr. <br /> Guzman submitted his concerns to the Ethics board...I see that <br /> clearly and I think... <br /> Ms. Eoff: Yes...I think...like I said it was a hastily wrote email that I replied <br /> because I didn't want the message to go any further that I was <br /> somehow grandfathering myself into a law that I was working on <br /> so I think you know...just to be clear I didn't draft the language of <br /> the law that sets out those details... <br /> Mr. Robinson: Right... <br /> Ms. Eoff: The five hundred dollars...is only because we are going to be <br /> allowing for a non-conforming use certificate to be applied for <br /> and...so other Counties like Kauai charge seven hundred and fifty <br /> a year for that...it's because you're granting a privilege it's not <br /> actually becoming a permitted use...it's just a requirement in order <br /> to regulate it that...it would help supplement the cost of regulating <br /> 30 <br />
