the program and the Planning Department said that that was a <br /> normal fee that they charge for things...but I just wanted to <br /> mention that the bill has to go thru first of all discussion on the <br /> County Council among nine members...it has to be referred to the <br /> Planning Commission...both Planning Commissions...so certain <br /> details like that aren't even set in stone...a lot of the things in the <br /> bill like someone just said are moving targets...it may not even <br /> come out that way... <br /> Mr. Robinson: Right and I can understand that... <br /> Ms. Eoff: It's just a starting point... <br /> Mr. Robinson: Yeah I'm not arguing as to the structure...I just...the perception... <br /> Ms. Eoff: Yeah. <br /> Mr. Robinson: And the perception...I understand why Mr. Guzman but I just <br /> wanted to make that statement...I can see where the perception <br /> may not be the reality of what it's going to be at the end of the day <br /> when the bill's finally done...I guess my point was that...I can <br /> understand why Mr. Guzman had his concerns and he brought <br /> them to the Ethics Board... <br /> Ms. Eoff: Yes. <br /> Ms. Kahakalau: Thank you...Mr. Goodenow.... <br /> Mr. Goodenow: To me this is the easiest of the issues presented because the Charter <br /> as pointed out by Mr. Kamelamela makes it quite clear right <br /> ...it provides that as long as there's disclosure...you can vote on <br /> anything right...but you have to disclose it before voting...and the <br /> Charter trumps everything else so I mean...because of that...as <br /> long as there's full disclosure you should be able to vote on <br /> anything even if there was a...you an interest...so to me <br /> that's...more simple and I ask that that be incorporated into our <br /> decision right to quote Charter Section 14-3 I believe...which <br /> states any member of the Council who knows of a personal interest <br /> direct or indirect in any action proposed or pending before the <br /> Council shall disclose such interest prior to taking of any vote <br /> thereon...clearly its anticipated that there would be a vote...at <br /> some point... <br /> 31 <br />
