AP-10Consultation —91.100^91~2MM03\/91_2150) <br />1. Introduction <br />The County began its 2018 Annual Action Plan Citizen Participation Process in October of 2017. The <br />County held its annual public hearings in Pahala, Pahoa, Kailua-Kona, Honokaa, and Hilo to present an <br />overview of the Consolidated Plan process, to encourage citizens to offer input concerning housing, <br />homeless, special needs and community development needs, and to discuss the past use of funds and <br />accomplishments, in addition, the members of the public were provided with information about the <br />2018 CDBG and HOME application process and were introduced to the new National Housing Trust Fund <br />Program (HTF). The County informed participants of the County's CP priorities and provided an <br />cpportunity for participants to provide their concerns or comments. The draft 2018 Annual Action Pan <br />was avaiIabe for publc review and comment from February 15, 2018 through March 19, 2018. <br />The OFICD also informed County agencies and each Council Member representing all districts in the <br />County of Hawaii of the CP process and inquired if they had any projects that would meet the draft <br />prior/des within their district. <br />Provide a conci5e summary of the jurisdiction's activities to enharice coordination between <br />public and assisted housing providers and private and governmental health, mental health <br />and service agencies (91.215(1)) <br />Beginning in2814 the County held consutation meetings during its annual public hearings to hear the <br />concerns or comments to the County's draft priorities for its 20152019 CP, An overview of the draft <br />priorities and goals were presented. The participants were asked to provide input on the county's draft <br />priorities and goals established as a result of community input at public hearings. Overall, there were 46 <br />participants: 25 in Hilo District, and 21 in Kona DJstrict, representing not-for-profit service providers, <br />housing services providers, developers, and county and state agencies. In addition to these <br />consultations, the OH[Dalso inforrned each Council Member representing aH districts in the County of <br />Hawaii of the CP prccess and provided them with the opportunity toinform the County ofany projects <br />that woud meet the draft priorities within their district In its effcrts to get additional feedback from as <br />many community members as possible, the County mailed need surveys to public service providers and <br />other governrnent agencies. The County did a follow-up response inquiry and was able to get 37 <br />responses from 100 mail outs. <br />n October 2017, the County conducted Public Hearings isand-wide to inform the pubflc about the 2018 <br />CDBG, HOME application process and to introduce the new National Housing Trust Fund Program <br />(HTF). Members of the public were provided with information on CDBG, HOME and the HTF <br />programs. An overview of the draft priorities and goals were also presented and reviewed.
