HAWAII POLICE COMMISSION <br />REGULAR SESSION MINUTES <br />MARCH 16, 2018 <br />WEST HAWAII CIVIC CENTER <br />The meeting was scheduled for 9:00 a.m. However, due to the late arrival of <br />Commissioner Carlson, the commission did not have quorum. While waiting, they heard <br />reports from the police department since no action was needed by the commission. <br />Present: Peter Hendricks, Chair <br />Jak Hu, Commissioner <br />Keith Morioka, Commissioner <br />Colleen Pasco, Commissioner <br />Also present: Kenneth Bugado, Deputy Police Chief <br />Marshall Kanehailua, Assistant Chief <br />Mitchell Kanehailua, Assistant Chief <br />James O'Connor, Assistant Chief <br />Burt Shimabukuro, Captain <br />Malia Hall, Deputy Corporation Counsel <br />Josie Pelayo, Secretary <br />POLICE CHIEF'S REPORT ON DEPARTMENT ACTIVITIES <br />Crime Report: Assistant Chief Mitchell Kanehailua reported that up through February <br />28th, there were 5,532 serious crimes. The Criminal Investigation Units investigated <br />969 of those cases. There were two shootings of police officers. One did not hit the <br />officer. The suspect was identified but not arrested. In the other shooting, the officer <br />was hit on the leg, and the suspect was arrested. Domestic calls remain consistent <br />every year. There were no crime trends. For the month of February, the department <br />received 8,166 calls for service. <br />Traffic Report: Assistant Chief O'Connor reported having 4 fatal crashes for the <br />calendar year. In February, 4,710 citations were issued: 3,229 moving/regulatory, 268 <br />seat belt, 17 child restraint, and 1,196 for speeding. There were no traffic trends. <br />Personnel Report: Assistant Chief Marshall Kanehailua reported that the 87th recruit <br />class started with 22. It's now down to 18. Eleven members of the 86th recruit class <br />started solo beat last night. They are on target to start the 88th recruit class in April. <br />There were two lieutenant promotions. They have vacancies for majors, PO II, and PO <br />III. A sergeant in traffic services was moved to records, and he will be in charge of <br />body -worn cameras. They will start a new dispatch class with 4 people. The number <br />of applicants is small. Dispatchers work a lot of overtime, and the work is not attractive. <br />They are working on a new dispatch center which they hope will be more conducive for <br />the job. They will run a public service announcement for school crossing guards. <br />
