Hawaii Police Commission <br />Regular Session Minutes <br />March 16, 2018 <br />Page 2 <br />Finance Report: Assistant Chief Marshall Kanehailua reported that they didn't submit <br />any new CIP projects because last year's list is good for two years. In additional to the <br />budget cuts already made, they were told to cut an additional $130,000 out of the <br />budget. In the last series of cuts, they told Finance they couldn't make any more cuts, <br />but County Finance made cuts. They cannot stop police services. Commissioner Hu <br />requested an updated CIP report. <br />• Commendations of Sworn and Civilian Employees: Deputy Chief Bugado reported <br />received 9 commendations involving 27 personnel since the last meeting. <br />Other Department Activities: Deputy Chief Bugado reported that Chief Ferreira was at <br />a meeting in Honolulu. He reported that he represented the Police Department at a <br />Chamber of Commerce luncheon the day before. In discussions about the homeless, <br />people said they could see the difference in the old airport area and were satisfied. He <br />commended officers island -wide for handling the homeless issue. He was asked why <br />the county wasn't supplying officers with bullet proof vests and long rifles. He agreed <br />with the man, but this is a funding issue. Assistant Chief Marshall Kanehailua stated <br />that their vests meet the minimum standards, has sufficient protection, and it has to be <br />comfortable to wear 6-8 hours in a vehicle. <br />Deputy Chief Bugado stated that the State's 911 Board is responsible for all <br />dispatchers in the state. They are looking at a statewide curriculum for training at the <br />college. The Mayor said the new dispatch center is a priority for him. He recently <br />attended a workshop on counter terrorism which came out of the false missile alert. <br />Homeland is providing a 3 -year grant for government agencies to conduct mock <br />exercises. <br />Chair Hendricks asked Deputy Chief Bugado if he could comment on the missing <br />evidence case that was reported in the news. Deputy Bugado stated that he cannot <br />comment on it because it is an on-going investigation. <br />Commissioner Pasco asked if the police have concerns about the number of semi- <br />automatic firearms on this island. Deputy Bugado stated that they are concerned about <br />any weapon. It's out there and has to be registered. They have been doing active <br />shooter presentations for a while. The police department's website has a link to the <br />most current active shooter information. Most gun owners are law abiding. <br />Commissioner Morioka asked what the police department's position is on the <br />President's position on having armed personnel in the schools. Deputy Bugado stated <br />that they are not in favor of it. School Resource Officers (SRO) are in schools for <br />mentoring, not for security. AC O'Connor stated that with armed teachers, officers <br />wouldn't know that person is a teacher. They cannot take someone's word. <br />Commissioner Pasco stated that the National Teacher's Association is against it. <br />
