Commissioner Hu seconded, and it carried unanimously. Executive session <br />convened at 10:32 a.m. <br />Open session reconvened at 11:06 a.m. <br />ACTION ON EXECUTIVE SESSION MATTERS <br />Complaint HPC 18-02: Complainant alleged that during her arrest, officers used force and <br />wouldn't handcuff her in front as she requested. Commissioner Hu motioned that there <br />was insufficient evidence of misconduct, and that the officers' actions were lawful and <br />proper.
