Hawaii Police Commission <br />Regular Session Minutes <br />March 16, 2018 <br />Page 3 <br />Chair Hendricks recognized Commissioner Keith Morioka for his five years on the <br />commission. His term has ended, and this was his last meeting. <br />Recess was called at 10:00 a.m. <br />Commissioner Carl Carlson entered the meeting at 10:15 a.m., and a quorum was present. <br />CALL TO ORDER <br />Chair Hendricks called the meeting to order at 10:18 a.m. <br />ROLL CALL <br />A quorum was present with Commissioners Hendricks, Carlson, Hu, Morioka, and Pasco. <br />Absent were Commissioners Buckman, De Luz, and Paiva. <br />APPROVAL OF AGENDA <br />Commissioner Morioka motioned to approve the agenda. Commissioner Carlson <br />seconded, and it carried unanimously. <br />STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS (None.) <br />APPROVAL OF MINUTES <br />February 16, 2018, regular and executive sessions: Commissioner Pasco motioned to <br />approve the minutes. Commissioner Morioka seconded, and it carried unanimously. <br />UNFINISHED BUSINESS <br />• State of Hawaii Police Commissioners' Conference hosted by Hawaii County (update): <br />Chair Hendricks stated that the conference will be held May 21-22 at King <br />Kamehameha Beach Hotel in Kona. Mr. Callery from the DEA will be the keynote <br />speaker on the first day. Mayor Kim will give opening remarks. <br />Review of the Police Commission's Rules and Regulations for possible revisions: <br />Deputy Corporation Hall distributed another revision. She explained the changes. The <br />commissioners agreed on the 60 -day deadline for filing a complaint with a <br />consideration for late filing between 60 and 90 days. Ms. Pelayo stated that many <br />years ago when the filing deadline was extended, there was concern that the longer a <br />person waits, the less a person will remember. Commissioner Carlson stated that filing <br />a complaint should be urgent. Additional suggestions are to be sent to Ms. Hall. <br />CHAIR'S REPORT ON OTHER POLICE COMMISSION ACTIVITIES (None <br />EXECUTIVE SESSION <br />Commissioner Morioka motioned to meet in executive session to consider discipline and <br />charges against officers or employees of the Hawaii Police Department, to consider <br />sensitive matters relating to public safety, and may consult with Corporation Counsel on <br />questions and issues pertaining to the commission's powers, duties, privileges, immunities, <br />
