Hawaii Police Commission <br />Regular Session Minutes <br />May 18, 2018 <br />Page 3 <br />assist with evacuation and patrol. They are a supplement for the police department. <br />Police officers answer to the police department. The National Guard responds to their <br />commander. At the EOC (Emergency Operations Center), each agency has their own <br />table, and they are able to communicate directly with each other. <br />Commissioner Carlson asked how they would make up for the budget shortfall if this <br />event continues. Chief Ferreira stated that they could go to the county to adjust their <br />overtime budget. The county could look to FEMA for reimbursement. <br />Reimbursements would go to the county's general fund. Emergency funding will <br />come from the County Council. The Legislature is looking at a special session to <br />address this. Hilo and Puna Patrols are working 12 hours on, 12 hours off. They will <br />maintain this schedule for as long as needed. The dynamics of this eruption is <br />different from Kalapana which they watched come down the hill. In this case, they are <br />dealing with the actual lava itself, the SO2 gases, the ground cracking; it's constantly <br />changing. The role of the National Guard is support, not law enforcement. <br />• Commendations of Sworn and Civilian Employees: Chief Ferreira reported receiving <br />four commendations since the last meeting. <br />• Other Department Activities: Chief Ferreira reported that the 87th recruit class of 17 <br />members will have its graduation ceremonies on August 15. Councilman Richardson <br />has recommended an increase in police salaries and wages. Management staff gets <br />an increase whenever SHOPO gets an increase. The Chief and Deputy get an <br />increase only from the Salary Commission. <br />EXECUTIVE SESSION (Closed session.) <br />Commissioner Hu motioned to meet in executive session to consider discipline and <br />charges against officers or employees of the Hawai'l Police Department where matters <br />affecting privacy will be involved, to consider sensitive matters relating to public safety, <br />and may consult with Corporation Counsel on questions and issues pertaining to the <br />commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92-5 <br />(a) (2) (4) (6) and the Hawaii County Charter Section 13-20 (b). Commissioner Carlson <br />seconded, and it carried unanimously. Executive session convened at 9:50 a.m. <br />Regular session reconvened at 11:02 a.m. <br />ACTION ON EXECUTIVE SESSION MATTERS <br />Investigation of Complaint HPC 18-10: Complainant alleged that during an investigation, <br />officers questioned her at work which made her feel humiliated and defamed. <br />Commissioner Carlson motioned to refer the complaint to the Chief for further <br />investigation and also for customer service, procedural, and operational concerns. <br />Commissioner Hu seconded, and it carried unanimously. <br />
