Hawai'i Police Commission <br />Regular Session Minutes <br />May 18, 2018 <br />Page 2 <br />liked having a definite deadline. Vice Chair De Luz wanted to be consistent with the <br />Police Department. Chief Ferreira stated that they do their reviews independent of <br />the commission. For the most part, they will investigate up to one year, and <br />sometimes later depending on the circumstances. Chair Hendricks stated that he <br />also likes having a definite timeline for filing the complaint. He wants to finalize it and <br />vote at the next meeting_ <br />CHAIR'S REPORT ON OTHER COMMISSION ACTIVITIES AND INTERESTS <br />Chair Hendricks thanked the Police Department and all responders for their work with <br />Madame Pele. <br />POLICE CHIEF'S REPORT ON DEPARTMENT ACTIVITIES <br />Including, but not limited to: <br />• Crime Report: AC O'Connor reported that up through April 30, 2018, they had 6,805 <br />serious crimes. The Criminal Investigation Units investigated 1,209 of those cases. <br />There were no crime trends. For the month of April, the department received 8,186 <br />calls for service, fiscal year-to-date it was 84,725. Commissioner Paiva asked for a <br />comparison with the previous year. <br />• Traffic Report: AC O'Connor reported that fiscal year-to-date, they had 20 traffic <br />fatalities, 10 were DUIs. They had 101 DUI arrests. For the month of April, 5,044 <br />citations were issued: 3,750 moving/regulatory, 257 seat belt, 18 child restraint, and <br />1,019 speeding. <br />Commissioner Paiva asked if the situation in Puna is taking away from patrol. AC <br />O'Connor stated that if you are assigned to patrol, that's what you do, you enforce <br />traffic laws. Deputy Chief Bugado stated that traffic enforcement is still continuing <br />with what they need to do. They have been called to assist with calls for speeding <br />and traffic problems as a result of the lava. <br />• Personnel Report: Deputy Chief Bugado stated that with the latest recruit class on <br />the road, they have 7 vacancies. 31 officers are eligible for retirement. They have <br />two ongoing recruit classes. On June 16, Captain Jelsma will be promoted to Major of <br />Area I Operations and Captain Burian to Major of Technical Services. They will open <br />a new recruitment at the end of May. They have a lot of applicants, but finding the <br />right person is difficult. At the end of June, they will be testing to establish a list for <br />lieutenants_ Testing for sergeants will follow. <br />• Finance Report: Deputy Chief Bugado stated that their budget is targeted at 87%. <br />They were already over their budget in overtime before the lava event. <br />Communication and equipment is important. They do not yet have masks, but they <br />are on order. They had complaints a few days ago of three officers experiencing <br />chest tightness due to the air quality at a roadblock.
