Page 21 <br />1 you have the general rule that everything must be done in <br />2 public, right? Well, what he's referring to is there are <br />3 certain exceptions to that general rule which allow for <br />4 permitted actions outside of a public meeting. And the <br />5 specific one he's referring to is creating a type of <br />6 investigatory committee so that they can meet. <br />7 You can have up to less than a quorum. A quorum is <br />8 five. So you can have up to four members of the Commission <br />9 meet outside of the public meeting so that you're -- you can <br />10 discuss freely, and then come back and report those results, <br />11 or whatever you found out, to the full Commission. And then <br />12 you can't vote on it at that point or have any discussion. <br />13 But at a subsequent meeting, then you can be back on the <br />14 agenda again, and the full Commission can discuss it freely <br />15 and then vote on it. <br />16 Right now though, since this is your first meeting, <br />17 you have a lot of new members, I think what Mr. Pavao is <br />18 saying is that -- I think he's -- <br />19 Correct me if I'm wrong, Mr. Pavao. <br />20 But I think he's saying maybe it's better to <br />21 discuss these things that are on the agenda today as a full <br />22 Commission.
