And <br />7 I can see this is a problem in the hiring or bringing on a <br />8 new person at that top level, not only in that department, <br />9 but other departments. So we're eagerly looking forward to <br />10 addressing this issue, Pete. <br />11 MR. DOW: I have a question: When did this <br />12 salary inversion begin at the Police Department? <br />13 MR. HENDRICKS: I can't give you the exact time, <br />14 but it's been going on for -- in recent years, in the last <br />15 ten years. <br />16 MR. FRATINARDO: May I ask a question? <br />17 CHR. PRO TEM BRILHANTE: Yes. <br />18 MR. FRATINARDO: Mr. Hendricks, in the future, what <br />19 would be the biggest difficulty in retaining or hiring a new <br />20 and highly qualified police chief and deputy police chief? <br />21 MR. HENDRICKS: I think at the present time the <br />22 salary structure. We've had actual cases where assistant <br />23 chiefs decided not to apply for chief who were eminently <br />24 qualified because of the fact that they would have to take a <br />25 cut in pay.
