Page 13 <br />1 County executives, deputies, and subordinates only <br />2 tells part of the fire department's story. Current <br />3 payroll inversion in the fire department actually <br />4 starts between the fire captains and the battalion <br />5 chiefs. <br />The pay bands are <br />so <br />compressed <br />that captains <br />6 take a <br />pay cut to promote <br />to <br />a battalion <br />chief <br />7 position. Fire department pay is also based on <br />8 additional contractual pay beyond base pay. Not shown <br />9 on the information you received is contract guaranteed <br />10 rank for rank emergency overtime that averages $15,000 <br />11 <br />a year per <br />captain <br />to cover for those on <br />vacation and <br />12 <br />sick leave. <br />Rescue <br />and HazMat captains <br />also receive <br />13 8.126 percent additional pay over base per the <br />14 contract. Personnel receive holiday pay whether or not <br />15 they work the holiday. In the last promotion cycle for <br />16 multiple open battalion chief positions, only two <br />17 candidates remained after others eligible either didn't <br />18 apply or dropped out during the process over the pay <br />19 inversion issue. <br />20 At the operations battalion chief level, they <br />21 work 12 overtime shifts per year guaranteed by <br />22 contract, approximately $20,000.
