Page 16 <br />1 the same retirement system, the chances that a current <br />2 or retired <br />chief officer <br />in the State <br />would apply for <br />3 the Hawaii <br />County chief <br />position are <br />nil because they <br />4 would have <br />to take a pay <br />cut or lose <br />retirement <br />5 compensation. <br />To have a robust and highly <br />qualified <br />6 applicant pool <br />when Chief Rosario retires, <br />we have to <br />7 grow our own within the department, and to do this we <br />8 need to have competitive pay. <br />9 The Hawaii County Fire Commission has created <br />10 an accurate and comprehensive position description for <br />11 the chief that we revalidate every year. We also hold <br />12 the chief accountable through established performance <br />13 elements that enable us to fairly judge the chief's <br />14 performance with as little subjectivity as possible. <br />15 We work with the chief to review the department's <br />16 specific program of work for every calendar year and <br />17 offer input based on commission member and public <br />18 input.
