Page 15 <br />1 have had lump sum payments for unused vacation time. <br />2 Both the chief and the deputy chief positions <br />3 work non -compensated overtime during emergency <br />4 call -outs and public engagements as I, and I'm sure <br />5 many of you, have personally observed. The fire chief <br />6 and deputy fire chief are the only HFD positions not <br />7 compensated with overtime pay. One of the reasons the <br />8 Fire Commission was established was to take the <br />9 politics out of the appointment of the chief. The <br />10 chief is not a political appointee; he is appointed by <br />11 the Fire Commission. The chief and the deputy chief <br />12 aren't in their positions just for the period of a <br />13 single administration; they are lifelong civil servants <br />14 serving the people of the County of Hawaii for their <br />15 entire professional careers. Attaining these positions <br />16 is the culmination of decades of dedication, <br />17 professional development, and plain hard work. <br />18 As all of you are aware, state law requires <br />19 <br />that <br />applicants <br />for executive positions <br />including the <br />20 <br />fire <br />chief be a <br />state resident for one <br />year to qualify <br />21 for the position. This requirement eliminates over <br />22 99.5 percent of the population of the United States; <br />23 literally thousands of potentially highly qualified <br />24 candidates are ineligible.
