Page 30 <br />1 deputy prosecutor -- there's a deputy prosecutor in <br />2 every district. So in Waimea, we had Janet Garcia at <br />3 the time. I was in her office every day. And they <br />4 work until 10:00, midnight, sometimes, depending on the <br />5 case we have, the felony cases we had to investigate; <br />6 or on the civil side, when I was involved with -- when <br />7 Detective Pacheco murdered his wife in Waikoloa on <br />8 January 4th of 2002, I was appearing -- there were <br />9 several lawsuits against the County, and I got called <br />10 to appear before these lawsuits. And sitting next to <br />11 me at the time were two very, very competent senior <br />12 corp. counsel attorneys. <br />13 And that's -- for me to be able to -- to <br />14 depend on those attorneys to back me up in situations <br />15 like this, we need to be paying these people what they <br />16 deserve. <br />17 MR. HIGGINS: You know, listening to all of <br />18 this, the basic problem is not that previous boards <br />19 have been neglecting hope and wanting to encourage <br />20 high-quality people; the problem, as I read it from <br />21 what Bill just said, is that the top guns have not been <br />22 raised. <br />23 MR.
