<br />Mr. Robinson: In a contract involving services…so a service would not be an <br /> employment contract it would called be a contractor services…. <br /> <br />Mr. Brilhante: Correct. <br /> <br />Mr. Goodenow: Right…. <br /> <br />Mr. Robinson: So if you look at that and read that…it’s a little confusing as to <br /> whether or not…employment contract would be exempted… <br /> <br />Mr. Brilhante: Right. <br /> <br />Mr. Robinson: But you say for services…contract for services as opposed to a <br /> contract for employment…a contract for employment is specific to <br /> that item HRS 76-77-16… <br /> <br />Mr. Brilhante: Well the…specific reference in the HRS is 76-77 and there’s a <br /> series 16 exemptions that you know afford the County to move <br /> forward with employment contracts… <br /> <br />Mr. Goodenow: Alright…any further questions…seeing none…I will need a <br /> motion for a disposition of Petition No. 2018-04…thank you…as <br /> Chair I don’t think I can make one…I see the petitioner…I <br /> mean…I’ll be flexible here…you had a question or you want to <br /> make a statement… <br /> <br />Mr. Robinson: Yeah please. <br /> <br />Ms. Novak: I have…I have more comments…I’m really disappointed with <br /> what Mr. Brilhante had to say…the IT Director…is another story <br /> and I will not go into it at this time but…we’ve made multiple <br /> complaints against Sheila regarding this contract to the <br /> Director…the Director claims that we have no one else that can fill <br /> her shoes…we have no one else that knows anything else about the <br /> Magnet system…we don’t have anybody else that is qualified to <br /> handle to become the project manager…the program manager for <br /> this Energov project…I’ve been on multiple projects for various <br /> agencies…not necessarily with the County or with <br /> government…I’ve been in the private sector…I have come in at <br /> the middle of projects…at the tail end of projects because other <br /> employees have left abruptly…it’s not had to figure out what needs <br /> to be done…and I resent the fact that our Director is telling us <br /> we’re stupid…we’re so stupid that we can’t figure this out…we <br /> have another person in our department that knows the ins and outs <br /> of the Magnet system…he would be excellent for this project…we <br /> don’t need another person…we don’t need to spend $6,000 a <br />16 <br /> <br /> <br />
