Page 21 <br />1 administration at the time didn't want the prospect of <br />2 their department heads and deputies' salaries being <br />3 held hostage by the county council. <br />4 So that's the impetus or the driving factor <br />5 for the creation of the Salary Commission was, to <br />6 remove <br />the <br />politicizing <br />of pay raises for department <br />7 heads <br />and <br />deputies, they <br />decided to create this <br />8 independent commission who acts independently, they <br />9 really don't answer to anybody, and they do an <br />10 annual -- or they do regular reviews. If you look at <br />11 the charter, the commission is supposed to be <br />12 conducting an annual review, you know, by the language <br />13 in the charter, of the department heads, deputies, and, <br />14 you know, appointed administration as well as the <br />15 elected officials. <br />16 So that's how we got from there to here, you <br />17 know, and that's why we're here now. What happened in <br />18 the past ten years is really an unfortunate <br />19 circumstance. And the simple fact was the commission <br />20 wasn't meeting annually; it wasn't abiding by the <br />21 language of the charter job and, therefore, you know, a <br />22 spattering of department heads weren't able to have a <br />23 raise since 2007. <br />24 <br />And, <br />unfortunately, <br />the <br />creation of the <br />25 <br />commission or <br />the appointments <br />of <br />commissioners -- <br />ISLAND COURT REPORTING & TRANSCRIPTION SERVICES <br />(808) 933-9800 <br />
