Page 22 <br />1 because what the administration at the time did was, as <br />2 commissioners' terms expired, they just never <br />3 reappointed anybody, so the commission never had <br />4 quorum, never had enough members on it to formulate a <br />5 quorum. Therefore, they couldn't meet. Therefore, <br />6 they couldn't ever, you know, adjust -- or address the <br />7 issue of raises. <br />8 Two things happened back in -- I think it was <br />9 2012 and 2014. One was the retirement of Jay Kimura <br />10 and the fact that the deputy corporation counsel and <br />11 prosecutors' salaries are specifically tied in to the <br />12 higher salary of either the prosecutor or the corp. <br />13 counsel. And when Jay retired, the next -- you know, <br />14 the new prosecutor coming in would have started at a <br />15 much lower, you know, salary because of the tiered <br />16 system; so, therefore, a majority of the deputy <br />17 prosecutors and deputy corporation counsel attorneys <br />18 would have had to have taken up to a 15 or 20 percent <br />19 reduction in their salary. So I know that was a <br />20 driving factor for the mayor to appoint a quorum. At <br />21 that time, they just appointed five members and they <br />22 addressed that issue. <br />23 And then, the second time the commission met, <br />24 you know, during that span, I think, was in 2014, and <br />25 the issue that arose at that time was the appointment <br />ISLAND COURT REPORTING & TRANSCRIPTION SERVICES <br />(808) 933-9800 <br />
