Why isn't there a standard operating desktop <br />6 procedure where the salary commission just go to it, <br />7 look at it, "This is how we give the pay raises every <br />8 time"? <br />9 MS. SELF: Yes. And that is something -- the <br />10 whole purpose of department or commission rules is to <br />11 implement what is either in the charter or the code. <br />12 MR. FRATINARDO: Sure. <br />13 MS. SELF: Same thing with the State. You <br />14 have the Hawaii Revised Statutes and then you have the <br />15 Hawaii Administrative Rules. The purpose of the rules <br />16 is to carry out the law, right? So that's the same <br />17 concept here. I just read the section that applies to <br />18 you guys from the charter. <br />19 MR. FRATINARDO: Right. <br />20 MS. SELF: And so, because there's no <br />21 specifics as to how you're going to do that, you can <br />22 decide how you want to implement that through rules. <br />23 MR. FRATINARDO: Right. Thank you.
