<br />HI County LEPC Meeting Minutes <br />Hawaii County Civil Defense Agency <br />March 09, 2017 10:00am <br /> <br />Members Present: Gerald Kosaki, Lead Co-Chairperson; Henry Silva, Co-Chair; David <br />Cummings, Hamakua Energy; John Bowen, Hazmat consultant; Michel Uchida, HFD Hazmat; <br />Eric Honda, DOH; Talmadge Magno, Civil Defense, Tracy Aruga, Hospitals; Jarrett Enriquez, <br />BEI; Chenoa Haa, HELCO; Cal Westergard, Dept. of Ag. Non-Members: Sharon Leonida, <br />DOH-HEER; Geoffrey Lauer, BEI Consultant; Gaine Hakoda, BEI; Cory Harden, private <br />citizen. <br />I. Call to Order <br />Meeting called to order at 10:03 am by Chair Gerald Kosaki. <br />II. Minutes <br />Approval of the December 6, 2016 meeting minutes. Minutes was approved as circulated. <br />Chair Kosaki to post minutes of the meeting on the county website. <br />III. Hazmat Training <br /> <br />a) Chair Kosaki discussed the venues for the Hazardous Materials Technician course and <br />how HMEP grant monies is spent on Hazardous Materials Technician training. The <br />course is held annually on Oahu and alternate between Maui and Hawaii island. This <br />year, Maui elected not to host and Hawaii island did not want to pursue either. Chair <br />Kosaki had a discussion with Harold Lao to use the allocated money from this training to <br />conduct a tabletop exercise (TTX) to test the ERP. Henry suggested to send HFD <br />personnel to the Oahu course since there are 6 FFs who are interested to attend on their <br />own time. Chair Kosaki will explore this possibility. <br /> <br />rd <br />b) Training with the 93 CST occurred at the end of February 27 through March 3 in Hilo <br />and in Kona. They also conducted a tabletop exercise and incorporated the EOC on the <br />final day of training to exercise its capabilities and procedures. <br /> <br />IV. County Reports <br /> <br />a. Civil Defense – Committee members were introduced to Talmadge Magno, the new Civil <br />Defense Administrator. <br />b. Fire – Capt. Mike Uchida : no update at the present time <br />c. Police – No representative present <br /> <br />V. Industry Partners Report <br /> <br />a. PGV – No representative. <br />b. BEI – discussed chlorine tank failure and subsequent gas release. Cory Harden asked if <br />BEI plans to relocate to another location since the current business is relatively close to <br /> <br />
