Section 6 -4.2. Appointment and Removal. <br />The director of information technology shall be appointed by the mayor, confirmed by <br />the council and may be removed by the mayor. <br />(2010, Prop. 9, sec. 2 and sec. 3.) <br />Section 6 -4.3. Qualifications. <br />The director of information technology shall have had a minimum of five years of <br />experience in the field of electronic data processing, telecommunications networking, and <br />development, implementation and operation of business - oriented applications, at least three years <br />of which shall have been in an administrative and managerial capacity in a computer system <br />environment at least comparable to that of the county's system. <br />(2010, Prop. 9, sec. 2 and sec. 3.) <br />Section 6 -4.4. Powers, Duties and Functions. <br />The director of information technology shall: <br />(a) Operate the central data processing system, and coordinate and oversee the <br />operations of departmental data processing systems, except for those systems <br />maintained by the department of water supply. <br />(b) Provide technical expertise in data processing and telecommunication to <br />applicable departments and agencies of the county. <br />(c) Assist in the development of management information. <br />(d) Advise the mayor on matters relating to data processing and telecommunication. <br />(e) Perform such other duties as may be required by law. <br />(2010, Prop. 9, sec. 2 and sec. 3.) <br />CHAPTER 5 <br />CORPORATION COUNSEL <br />Section 6 -5.1. Organization. <br />There shall be a department of the corporation counsel consisting of the corporation <br />counsel, assistant corporation counsel and the necessary staff. <br />(2000, Prop. 2, sec. 1.) <br />Section 6 -5.2. Appointment and Removal. <br />The corporation counsel shall be appointed by the mayor, confirmed by the council and <br />may be removed by the mayor with the approval of the council. The corporation counsel shall be <br />an attorney licensed to practice and in good standing before the Supreme Court of the State of <br />Hawai `i. <br />(1979, Prop. 12; 1990, Prop. 14. sec. 1; 2000, Prop. 2, sec. 1; 2010, Prop. 7, sec. 16.) <br />Section 6 -5.3. Powers, Duties and Functions. <br />The corporation counsel shall be the chief legal advisor and legal representative of all <br />county agencies, the council and all officers and employees in matters related to their official <br />powers and duties. The corporation counsel shall represent the county in all civil legal <br />proceedings and shall perform all other services incident to the office as may be required by law. <br />15 <br />
