Chris could come back with a general discussion and give us something that we could vote on. I just <br />ask where are we at on that? <br />RAY: My understanding is that I think we could say we have a motion on the floor to adopt the Department of Management <br />language included in the memo that I sent out, but in Section 6-1.2, instead of using the language in my memo, we’d use the <br />language from the Maui County Charter. Is that right, Roland? <br />HIGASHI: That’s right. <br />HERKES: Well, no. <br />HIGASHI: Let’s take that as a beginning point. <br />IRVINE: And we, sort of, mess around with (d). <br />RAY: And (d), Chris can reflect the comments we made about the staffing, how that works, having to include that. So, we’ll <br />just move that forward to the next meeting. <br />SANTANGELO: So, call for the question. <br />BESS: Point of clarification. Number one, we discussed the language relating to art and science of government. Also, in your <br />provision, you have confirmed by the Council. The Maui Charter does not have that language. <br />RAY: My thought on that is, Steve, you talked about the thought is we’re moving toward more of a Council Manager form of <br />government. This just seemed to be a part of that. In the Council Manager form of government, the Council hires the <br />Managing Director, so it just seemed like, if you want to move in that direction, that you might want to consider including the <br />confirmation of the Council, and if they had this language that spelled out the duties more, it gives them something to <br />influence the type of person that gets hired for a position like that. <br />IRVINE: Does Roland have a problem with confirmed by the Council? <br />HIGASHI: How about confirming him and not confirming the Department Heads? I mean, he’s going to be the manager. <br />HERKES: Does the Council confirm the Department Heads? <br />IRVINE: Yes. <br />HERKES: They do, don’t they. <br />HIGASHI: Yes. I mean, it’s a double whammy. You’re going through all the Department Heads and how they operate.
