Qualification of Heads of Departments, Public Works and Water Supply. That’s the <br />thing. Everything’s in that 13 but some we could combine. <br />HIGASHI: This was put in the last Charter. <br />HERKES: It’s been put into the last ten years, and it was easy to do that, make a garbage chapter, but I think we now need to <br />get it out into the Charter. <br />RAY: Looking at Section 15, Planning Department, isn’t that what you’ve done, Chris? <br />HERKES: Oh, Department Head Qualifications. So, why do we have ‘Planning Director shall be appointed and confirmed <br />and removed by the Mayor’? Oh, okay, so the Planning Director’s in two places. <br />YUEN: No, you folks had passed a slight change to the qualifications of the Planning Director, so that gives us an <br />opportunity to yank it back out of 13-3, and put it back into the Planning Department section, assuming that the voters pass it, <br />and which is what you want. Most of the ones that are in 13-3, we can do the same thing with, and they’re in 15. We would <br />only be left with, I think, the Finance Director. <br />HERKES: And Deputy Finance Director? <br />IRVINE: Yes, that’s true. <br />HERKES: Can we fudge a little? <br />YUEN: To accomplish what you want to do, we could add the Finance Director to item number 15 on the summary list. You <br />wouldn’t have to actually change any of the qualifications, but just move it, and that would do it. <br />IRVINE: Let’s do that. I mean, that is such a bad deal. <br />MARTIN: So, is a motion in order for that, or is it just housekeeping? <br />HERKES: I think it’s just housekeeping because it’s already in there. <br />IRVINE: We’re not changing anything. We’re just moving. <br />YUEN: Why don’t you have a motion to do that, and then we’ll just do it. <br />RAY: Okay. Can I have a motion? <br />HERKES: I make a motion to move. <br />RAY: To move the Department Head qualifications to the appropriate sections.
