It’s the Administrative Branch. And theoretically, the <br />Legislative Branch should have some sort of audit power there, but it’s not possible under the present situation, and I don’t <br />think it would be if we changed our thing the way it was. Connie talked to me also, and actually I think she felt it would be <br />more confusing, even though we thought we were helping strengthen things. <br />RAY: Marni. <br />HERKES: I would envision the Cost-of-Government Commission having something to say along this line, that they are <br />probably Administrative, but also would have some Legislative suggestions that there be an Audit section set up if they found <br />that was necessary. <br />IRVINE: That sounds better than Managing Director to me. <br />RAY: Okay, Holdover Boards and Commissions. That seems to be pretty non-controversial to go ahead with. <br />Safety Coordinator. I can’t sense what people think about this, to tell you the truth. People, kind of, look at you. I don’t really <br />have any sense of whether people think this makes sense or how they react to it. I haven’t gotten very much of a read on that. <br />IRVINE: Just tell them we’re taking one County Party away. <br />HIGASHI: But I think it makes sense. <br />HERKES: I was just going to say I think it makes sense, so let’s put it in. <br />RAY: So, I don’t think there’s any reason to question that. <br />Qualifications of Heads of Departments of Public Works and Water Supply. We’ve gotten a lot of testimony in opposition. <br />Granted, it’s been almost entirely from the engineering community, from registered engineers, but the testimony in <br />opposition that rings through to me is that on the one hand we’re making an argument for increasing the qualifications of <br />different department heads, and it seems to be that we’re going in the other direction with this. So that’s sending out a <br />confusing signal. So for that reason, this is worth reconsidering anyway, whether this makes sense. And I don’t think, <br />practically speaking, if that’s your criteria, that it really amounts to a hill of beans one way or the other. So, if it isn’t going to <br />be a significant change, is it worth doing? But, go head, Marni. <br />HERKES: I think that the five years experience is more important than the engineer, and I would urge that we leave that in <br />there, along with adding a registered engineer. <br />RAY: The engineer’s already in there so we wouldn’t add. <br />HERKES: So we leave the registered engineer and we add the five years experience, administrative experience. <br />RAY: Roland. <br />HIGASHI: I need to study what kind of budget they work with.
