minutes 05-31-00Page 26 of 54 <br />RAY: Go ahead. <br />SANTANGELO: In your Digest under number 2, Managing Director’s Authority, and it’s the third line down, and it’s the <br />last word. I keep looking for it in the actual amendment, and I don’t know what it does but it says ‘would give the managing <br />director supervisory authority under all County’, but it should be ‘over’, right? <br />YUEN: My mistake. It should be over. There’s a mistake. <br />SANTANGELO: I mean, no big deal. It just confused me because you used ‘over’ once and ‘under’ another. Okay. And I <br />didn’t see it in the actual amendment. I didn’t really give a rip, but just to nitpick since Curtis isn’t here. <br />RAY: Any other questions or corrections? <br />IRVINE: Chris has mentioned the fact that we had mentioned last meeting that this Section 6-1.3 (d) is about as verbose. It’s <br />the top of the second page of our amendment. It’s just, I think, awful. It’s as written in Honolulu but the Maui Charter, on <br />page 11, just says ‘(d) evaluate the management and performance of each agency’ period, and I think that would be better <br />language than what we have in here. If we want to add some of what we have in here, fine, but the first sentence there goes <br />on forever and is, I don’t think, correct English. If you’d like me to give a longer version, I’ve done that too. <br />HERKES: It just says the same thing. If you evaluate the management and performance of each agency, you’re going to do <br />the rest of it anyway. <br />SANTANGELO: Except that ‘appoint necessary staff’, I don’t know if that’s necessary to be in there, but you want to be able <br />to let them do that. <br />BESS: And it requires reporting. <br />SANTANGELO: There’s lots of stuff in there. It’s long winded. <br />IRVINE: Right. It’s basically the first one-two-three-four – <br />SANTANGELO: Five-six. <br />IRVINE: Yes, five-six lines, down to a report. I guess it’s all one sentence there, and it’s really not good. Like I say, I had a <br />long version which went like this: "Evaluate the management and performance of each executive agency including the extent <br />to which, and the efficiency with which, it’s operating and capital’, I think that should be, ‘programs and budgets have been <br />implemented’ period. ‘Appoint the necessary staff to assist in such evaluation’ period. ‘Assist the executive agencies in <br />improving their performance and make reports to the Mayor and the Council on the findings and recommendations of such <br />evaluation and analysis’, and then go on with the rest of it. To do a real evaluation, you have to analyze something and I <br />don’t think we need both those words there. <br />BESS: But particularly since the first paragraph talks about evaluating and doesn’t have ‘evaluate and analyze’, so ‘the <br />recommendations of such evaluation’, period, would seem to make sense without the analysis. <br />IRVINE: Yes. <br />SANTANGELO: So, if you made a motion to amend this, we’d be done with it. <br />IRVINE: I guess I was looking for the feel of the Commission. Do you want to say ‘evaluate the management and <br />performance of each agency’ as Maui does, period, or do you want to go with a longer version? <br />SANTANGELO: Longer works for me. <br />IRVINE: Always does, John.
